TDOC Releases for Cumberland Cases

The Tennessee Department of Correction is a statewide prison and felony community-supervision system. Cumberland County has no prison on TDOC's official state-prison list. A person sentenced in a Cumberland court may enter TDOC through a diagnostic site and later move based on classification, security, treatment, medical needs, programs, and available beds. The statewide record follows the person even when placement changes.

TDOC release routes include probation, parole, mandatory parole, pardon, sentence expiration, court order, bond, determinate release, and mandatory reentry supervision. A release against a detainer is a transfer to another custodian. A parole grant can also precede gate release while a plan and pre-release conditions are completed. For those reasons, a future date or hearing result is not proof of departure.

Search TDOC Release Status

Felony Offender Information Lookup, or FOIL, covers people now or formerly in TDOC custody or supervision. It supports a name search, TDOC or TOMIS number, and State ID. An identifier is safer than a name alone. The result may include a photo, status, location, offense, sentence, parole-hearing status, and release information.

1. Search by TDOC or TOMIS number, or SID, when one is legitimately available.
2. Otherwise enter last name, optional first name and race, and consider the include-aliases option.
3. Complete the verification control and open the exact matching record.
4. Read status before reading any date or facility field.
5. Confirm an actual release through release information or request the agency record.

FOIL is not an all-arrests archive. A person whose whole case remained a local misdemeanor may never appear. TDOC also warns that public results may not be complete, current, or error free, so records staff should confirm a disputed date or status.

Read Tennessee Release Dates

Tennessee's supported technical fields include Release Eligibility and Sentence Expires. Release Eligibility Date is the first point at which an eligible sentence may be considered under the governing law. It is not a promised release. Sentence expiration is the calculated end of the sentence, subject to lawful adjustments. A parole hearing date concerns a decision process. Actual release is the event shown in release information or agency authorization.

TDOC Policy 511.03 uses several record forms. The discharge letter identifies the person, TDOC number, completed sentence, offense, and detainer agency. A release notification includes conviction county, release type and date, sentence expiration, and intended residence. The release authorization includes descriptors, sentence dates, release eligibility, released-by and released-to data, property, money, clothing, identification receipt, and gate signoff. Not every internal field is public. Ask for releasable portions and accept redactions.

Cumberland State Placement Path

Men entering TDOC commonly undergo diagnostic intake at Bledsoe County Correctional Complex. Women enter through the primary diagnostic center at Debra K. Johnson Rehabilitation Center. Those facts explain an initial route, not a guaranteed long-term placement. Classification controls where the sentence is served, and the person's current FOIL location must be checked.

A Cumberland Jail release date followed by an incarcerated TDOC status usually reflects transfer from county to state custody. Pair the county event with the state record. If FOIL instead shows parole or probation, the person is outside physical prison custody but remains under supervision. Note: A state intake site is not proof that the person stayed there after diagnostic classification ended.

Request TDOC Release Records

For durable proof, use TDOC's public-records portal or contact Records Management. Include the full name, TOMIS or TDOC number, date of birth and other known identifiers, plus a precise description. Ask for the actual release date and type, destination category or detainer transfer if public, sentence-expiration and eligibility data, and the releasable release authorization or discharge letter.

1. Locate the correct offender record and note its identifying number.
2. Describe the exact release or discharge document sought.
3. Request releasable portions and allow protected data to be redacted.
4. Ask for a notice of any archive-search charge.
5. Do not prepay; TDOC sends notice after archive work is complete.

An agency record is stronger than a copied portal result when the exact destination, release authority, or sentence completion matters. A court judgment can explain the sentence, while TDOC documents how state custody ended.

The image helps identify the correct entry points, but a live result and its current labels must be read at search time. Do not rename a Release Eligibility field as a guaranteed projected release date.

Verify TDOC Release Destinations

Use two records when the distinction matters. Pair FOIL's status and actual release data with a release authorization, discharge letter, VINE transition, or court order. If a detainer appears, locate the receiving custodian. If the person is on parole or probation, confirm the correct field office. For full discharge, inactive status plus a discharge or sentence-expiration record is stronger than either item alone.

Tennessee VINE covers TDOC as well as county jails, but each agency contributes a separate record. Follow a transfer to the state entry rather than treating the county release alert as community return. Older proof should come from TDOC records because notification systems are operational tools, not guaranteed permanent archives.

The Cumberland court judgment is another useful source. It states the offense, sentence, and authority that led to TDOC custody. Yet the court does not replace the correction record for the actual gate event. Compare dates and exact status labels. If the sources conflict, ask TDOC to identify the record behind the displayed status rather than selecting the result that seems newest.

TDOC Release Law Context

Sentence timing cannot be reduced to one statewide percentage. Tennessee uses offense-specific rules tied to the offense, offense date, sentence, range, and statutory subsection. Some covered offenses require 100 percent service. Other provisions use an 85 percent framework with limits that changed across effective dates. Credits affect eligibility only as the applicable law allows.

Sentence reduction credits are earned and retained under program and conduct rules. They may be forfeited or restored through lawful procedures. Some credits affect eligibility without changing sentence expiration. Obtain the judgment, note the exact FOIL field and access date, and ask TDOC to confirm the calculation.

Determinate release and mandatory reentry supervision add more distinctions. A qualifying person may leave physical confinement while still subject to state supervision. Sentence expiration and full discharge may occur at different times. A hearing date is separate again. Keep eligibility, hearing, gate release, supervision, expiration, and discharge as separate events.

Correct TDOC Release Entries

If FOIL appears wrong, rule out a same-name match. Compare TOMIS number, SID, conviction county, offense, and location. Capture the exact status and date, but avoid keeping unneeded personal data. Then contact the agency that owns the field and identify the official record that conflicts with it.

A Cumberland court can correct its judgment, while TDOC owns custody, sentence calculation, release, and supervision entries. VINE reflects agency data and is not the primary correction office. For older history, an archived record may be needed. A focused request for the release authorization or discharge letter is more useful than asking for all files.
