Cumberland Released-Inmate Photo Records
A booking photograph documents appearance at a booking event. It does not show guilt, a final court result, or current custody. Cumberland County Sheriff's Office, led by Sheriff Casey Cox, publishes photos inside its iSOMS jail cards. A card can remain on a recent window because of its intake activity even when no release has occurred. Require a populated Release Date before describing the person as released.
Tennessee's Public Records Act begins at Tenn. Code Ann. §10-7-503 and generally opens government records to Tennessee citizens unless a law makes a category confidential. That rule does not make every field public. Section 10-7-504 and other laws can protect juvenile, victim, sealed, expunged, investigative, personal, and security-sensitive details. Ask for a releasable photo with redaction instead of demanding an unrestricted file.
A CCSO booking photo and a TDOC institutional photo are different records. FOIL may include a state offender image. TDOC release paperwork may also contain front and profile images, but neither should be labeled as the Cumberland booking photo without source proof.
Cumberland Released Mugshot Sources
Official county channels are the strongest starting point. Each serves a different time span or custody system. News and third-party mirrors can preserve an older picture, but they cannot establish current release status. No commercial mugshot publisher or removal service is linked or endorsed.

VINE may help confirm the contributing custodian and custody change, but it is not presented as a permanent photo archive. A federal or immigration image also belongs to its own agency record. Do not merge those sources with the Cumberland jail booking.
Cumberland Release Cards Include Photos
The official CCSO 24-hour view and official 72-hour view embed booking images alongside name, age, class, race and sex, intake time, city, arresting department and officer, charges, bonds, and the release timestamp when released. These are mixed intake and release views, not released-only galleries.
The decisive field is Release Date. A blank field means the card does not prove a departure, even if it appears within the rolling page. CCSO says the linked roster updates hourly, but no more precise transaction schedule is published. Record the access time because cards roll out as the window moves.

The photograph becomes release-related only when the same card contains a populated Release Date.
Once a photo leaves both windows, use the official Released name search. Enter first and last name and check Released. CCSO has not published the lookback period, so a blank result cannot show that no booking photo exists.
Note: A booking photo plus a blank Release Date describes a recent intake, not a released person.
Cumberland Mugshot Publication Policy
CCSO's current publication practice is visible in the iSOMS code and the live release cards: both short windows display embedded booking photographs with release timestamps. No official CCSO policy was found that states how long a photo remains online, which images are selected, how takedown requests are handled, or whether CCSO grants reuse rights. Do not promise permanence or a set removal process.
No CCSO jail-information mobile app advertising releases or mugshots was verified. The mobile-responsive iSOMS portal is the official online route found in the research. Access Corrections apps linked from the Corrections page handle inmate funds and are not a sheriff release-photo feed. Official newsroom or social posts cover selected events and wanted material, not a full release archive.
If the displayed image or field is wrong, contact CCSO with the booking identifier, approximate date, and a clear description of the error. The agency can address its own record. A legal question about an expunged or sealed case begins with the court that entered the order.
Request Cumberland Booking Photographs
A focused public-record request is the best official fallback after a card rolls off. Start with CCSO at 90 Justice Center Drive in Crossville or call 931-484-6176. The Cumberland County inspection and duplication form distinguishes inspection from copies and asks for a detailed description of the existing record.
- Identify the exact booking with full name, booking number if known, and an approximate intake or release date.
- Ask for the releasable booking photograph tied to that booking, plus the release record if the date or custody outcome must be verified.
- State that redaction is acceptable. Do not ask for private or unrelated material.
- Choose inspection or a copy. Ask for an estimate before copying, labor, programming, or delivery costs are incurred.
- If CCSO cannot locate the item, confirm spelling and dates, then ask whether retention, expungement, confidentiality, or another custodian explains the result.
Inspection is ordinarily free unless another law permits a charge. The county form uses $0.15 for standard black-and-white pages and $0.50 for standard color pages as thresholds that require justification above those amounts. Labor fields begin after one hour. CCSO publishes no flat booking-photo fee or guaranteed turnaround, so obtain an estimate rather than relying on a quoted price from another source.
Request scope: Ask for one identified booking photo and release record; a narrow request is easier to locate and permits lawful redaction.
Cumberland State-Offender Photos Differ
TDOC FOIL covers people currently or formerly in state felony custody or supervision. TDOC says a result may include a photo, status, location, offense, sentence, parole-hearing status, and release information. That image is a state offender or institutional photo. It is not necessarily the photograph CCSO took during the Cumberland booking.
TDOC Policy 511.03 also describes an Offender Release Authorization containing front and profile photos. Those internal forms contain many other fields, some of which may not be public. Request only releasable portions from TDOC Records Management. A photo should remain labeled by its owning agency and date context.
The TBI Sex Offender Registry supplies current identification photos only for people legally required to register. It updates as an operational registry and is not a general jail-release or mugshot source. Its presence or absence does not prove a Cumberland release event.
Cumberland Mugshots Beyond Official Sources
A local news story or official press item can retain an arrest image after the rolling sheriff feed has changed. Read the story date, caption, and named source. News coverage may add case context, but it cannot replace the CCSO Release Date or court disposition. An arrest image also does not become proof of conviction merely because it was published.
Third-party booking mirrors can keep stale images, attach the wrong same-name record, omit an expungement, or hide the original source. Treat such a result only as a lead for an official request. Do not pay or rely on a publisher to determine the legal status of an agency record. No commercial mugshot links are provided.
Use the least personal data needed to match the record. A booking number or legitimate agency identifier is often safer than republishing birth dates, addresses, or other private details.
Cumberland Expungement Can Remove Photos
Local expungement begins with the clerk of the criminal court that handled the Cumberland case. Tenn. Code Ann. §40-32-101 governs eligibility. The Tennessee courts eligibility page lists no-cost categories such as dismissed charges, no true bill, arrest and release without charge, acquittal, and nolle prosequi, subject to the statute. Eligible convictions follow different offense, history, sentence-completion, and fee rules.
The TBI expungement explanation says an entered order is distributed to the arresting agency, county jail, TBI, and other repositories. That helps explain why a valid official photo or court result can later disappear. A stale third-party image does not override the court order.
No specific Tennessee statewide anti-pay-to-remove law was verified in this research. That is a bounded finding, not a claim that no such law exists. General public-records, expungement, privacy, intellectual-property, defamation, and court-order rules may still apply. Seek correction from the record owner and legal removal through the responsible court process.

The strongest match pairs the photo and populated CCSO Release Date with a durable release sheet or court disposition. When a county transfer to TDOC is possible, follow the state record instead of calling the Cumberland departure a community release.
